Level increase partially depends on online time, yes, but it's active online time that counts. Just leaving your browser window open with the site up all night won't do you any good. You have to be surfing the website (reading, posting, downloading, etc. etc.).

Some area are level restricted,so you have to be level up to the particular level,then only can access.
